SUMMARY:
Under administrative direction, manages and directs all activities and operations of development construction plan review, and development construction inspection.

ESSENTIAL FUNCTIONS:

Directs and administers the activities and operations of a division, including development construction plan review, and development construction inspection. Directs the development, implementation and maintenance of goals, objectives, policies and procedures; reviews and evaluates service delivery methods. Identifies opportunities for improvement, makes recommendations, and implements changes to standard operating procedures to enhance services. Manages, supervises and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; writes and conducts evaluations. Attends pre-application, pre-/post-submittal, and development review committee meetings. Makes presentations and serves as a technical advisor to City Council and city management. Maintains the Standards and Specification for the Design and Construction of Public and Private Improvements. Reviews federal law, state and local statutes, ordinances, standards, procedures, and development trends and makes recommendations for change. Develops budget; participates in the forecast of necessary funds for staffing, materials and supplies. Submits budget recommendations and justifications. Monitors expenditures against approved budget. Responds to and resolves complex community and organizational inquiries and complaints. Researches, prepares and presents periodic reports on issues, projects and operational statistics. Manages special projects as assigned. Interacts with city departments and other public agencies; promotes and coordinates activities; educates employees on policies, programs, and procedures. Represents the city with professional organizations, community groups and outside agencies. Performs other duties as assigned.

QUALIFICATIONS:
Education/Experience:
Bachelor's degree in Civil Engineering or related field from an accredited college or university; six years' progressively responsible experience in professional civil engineering, infrastructure construction and maintenance, including three years of supervisory and management experience. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:
Valid Colorado driver's license with a safe driving record. Colorado Professional Engineering License.
